Raising Awareness and Improving the Quality of Early Childhood Care and Development in Lesotho

The project seeks to support the implementation of the Integrated Early Childhood Care and Development (IECCD) Policy and Strategic Plan in Lesotho. The policy and strategic plan is currently in draft form. The final version will be completed by October, 2012 and implementation will start at the beginning of 2013. The lack of a comprehensive ECDE policy and plan has been an outstanding challenge that has hindered the promotion of more and better quality early childhood services.

The project seeks to support the implementation of the Integrated Early Childhood Care and Development (IECCD) Policy and Strategic Plan in Lesotho. The policy and strategic plan is currently in draft form. The final version will be completed by October, 2012 and implementation will start at the beginning of 2013. The lack of a comprehensive ECDE policy and plan has been an outstanding challenge that has hindered the promotion of more and better quality early childhood services. The plan will be implemented effectively through mobilisation of stakeholders at the central and district levels to understand the content of the policy and implications for ECDE services delivery. This project will support the education of stakeholders through meetings and regional workshops on the content of the IECCD Policy and Strategic Plan and strategies to implement it in order to achieve quality services. 

The Government of Lesotho (GOL) in collaboration with stakeholders and development partners recognize ECDE as the foundation for human development and lifelong learning. Initially, ECDE in Lesotho was mainly offered by the private sector and non-governmental organisations through a centre-based approach. The finalisation of the ECDE policy and strategic plan will build on these gains and make ECDE services accessible to many children especially the most vulnerable and marginalised. With this project, the government of Lesotho intends to achieve the following: 
 
  • Build capacity and empower service providers through training and upgrading of knowledge and skills in integrated ECDE.
  • Mobilise requisite resources for IECCD through inter alia, improved collaboration and networking/partnerships among and between local and international stakeholders.
  • Establish an appropriate and sustainable IECCD organisational structure at the national and district levels.
  • Formally register pre-schools as per the Education Act of 2010.
  • Implement other aspects of the IECCD Policy and Strategic Plan.
The requested financial support will enable the ECDE Unit, in collaboration with stakeholders from line ministries and NGOs, to effectively implement the IECCD policy and some activities in the Strategic Plan.
